History
Empresa de Telecomunicaciones de Cuba S.A. (ETECSA) was created in 1994 as a joint venture between the Cuban state and foreign investors, first Mexico's Grupo Domos and later Telecom Italia, at a time when Cuba was opening selected sectors to foreign capital after the collapse of Soviet aid. It became fully state-owned in 2011, and only in late 2018 did it launch mobile internet access for ordinary Cubans.
Business model
ETECSA is Cuba's monopoly telecom provider, offering fixed-line telephony, mobile services through Cubacel, public Wi-Fi hotspots, and internet access. A large share of its revenue comes from top-ups paid from abroad by Cubans' relatives, giving it an important role in capturing foreign currency for the state.
Market position
ETECSA has no domestic competitor. Cuba has some of the lowest internet penetration and highest relative data prices in Latin America, although mobile internet use has expanded rapidly since 2018.
Country impact
Mobile internet transformed Cuban society after 2018, enabling new private businesses and the social-media organization of the July 2021 protests. ETECSA's decision in 2025 to sharply raise data prices and tie larger data packages to payment in foreign currency provoked unusually open criticism, including from university students, highlighting its central role in the state's search for hard currency.
